It covers the arms & pads the seat & back, with no tufts or buttons, which can irritate the skin of elderly or disabled people. My only wish is that the seat padding was firmer. Heavier people will "bottom out" in the seat. I added a cushion under the seat section to help with this. The item can be folded so that the arm padding adds to the seat cushion, but a wooden rocker needs padding on the arms, too.
